Digital Carbon emission Estimation Schema (DiCES)
28 Aug 2025
òòò½Íøhas committed to achieving net zero emissions by 2050 as part of its national target. As a role model under GreenGov.SG, the public sector aims to achieve net zero emissions around 2045, reducing energy and water use by 10% and waste disposal of by 30% in 2030.
The Digital Carbon emission Estimation Schema (DiCES) is a platform conceived and co-created together with JTC to support users in planning, tracking and conducting scenario analysis of their carbon emissions, abatement measures and offsets through modelling and simulation. The platform leverages data and machine learning techniques to (1) model the impact of external influence (e.g. impact of national energy transition strategy), (2) track internal carbon emission reduction & abatement initiatives, and (3) set offset targets and project the pathway towards net zero.
Features
- Carbon Emissions Accounting & Abatement
Enables developers to measure and manage carbon emissions, including identification of abatement opportunities - Carbon Emissions Abatement or Reduction Targets
Sets and monitors carbon abatement or reduction targets (for overall carbon emissions and by carbon abatement category, through initiatives’ carbon savings) - Public Sector Integration
Supports GreenGov.SG metrics:
(i) Energy Utilisation Index (EUI)
(ii) Water Efficiency Index (WEI)
(iii) Waste Disposal Index (WDI) Tracking - Carbon Emissions Modelling and Projections
- Scenario Analysis Decision Support
Evaluates potential outcomes based on external factors (e.g., grid emission factor reductions) and internal initiatives to support strategic planning.
The Science Behind
Fig. 1 The DiCES Framework utilises four vertical capabilities to track carbon emissions – covering (1) embodied, (2) operational, (3) industry (tenants/vendors) carbon emissions, and (4) estimating carbon emissions through technology modelling. It also comprises three horizontal platform modules: (1) carbon emissions baselining and projections, (2) evaluation of abatement technologies and emission reduction initiatives evaluation aligned with the organisation’s business sector; and (3) modelling and analysis of individual or cumulative net zero pathways.

Fig 1. DiCES Framework
The DiCES Framework enables companies and public agencies to visualise their embodied, operational and industry (tenants/vendors) carbon emissions baseline and model realistic projections that incorporate relevant abatement technologies and initiatives. It supports the stacking and analysis of different technological or company-initiated pathways to support effective net-zero planning.
Industry Applications
In addition to conventional carbon accounting with reference to the GreenHouse Gas Protocol and Environmental Product Declarations databases, the platform in development aims to help industry track their carbon abatement targets with granular breakdowns by initiatives planned by organisations. Both public and private sectors can devise their own risk indicators to track initiatives and carbon abatement quantity, while also conducting scenario analysis to explore possible pathways toward achieving net zero emissions around 2045 (public sector) or 2050 (whole of Singapore).
