Introduction
Many organisations pursue artificial intelligence (AI), automation, and digitalisation, but transformation often stalls because the workforce is not ready: roles are unclear, skills gaps are not quantified, and capability initiatives are not prioritised or sequenced.A*STAR's Operational Skills and Capability Roadmapping™ (OSCAR™) course equips leaders with a structured methodology to translate transformation intent into a People-focused transformation roadmap. Participants learn to diagnose capability gaps, design structured People Initiatives (for example, job redesign, skills upgrading, change enablement), and build a defensible case for workforce investments that support transformation goals.
The OSCAR™ programme is designed for corporate organisations, with the aim of helping companies make operational capability gaps visible and clearly aligned with business needs, and enabling their conversion into structured, sequenced People Initiatives through the application of practical tools.
About the Programme
The OSCAR™ programme is designed for corporate organisations, enabling leaders to align workforce capability development and organisational readiness to business priorities. Participants will learn how to:- Analyse current operations and organisational structure to surface capability-impact gaps
- Scope transformation needs based on organisational context and drivers
- Formulate structured People Initiatives that enable adoption and sustainable change in operations and as an organisation.
- Apply HR tools and workforce development techniques for competency mapping and job redesign.
- Integrate prioritised People Initiatives with sequencing logic

About The Trainers
Mr Lim Yi Yung

Mr Lim Yi Yung is a Principal Research Engineer at A*STAR SIMTech with over 12 years of experience as a senior consultant and workshop facilitator, where he has delivered and enhanced SIMTech’s flagship programmes. He holds an MBA from the Nanyang Technological University, Singapore, and a Bachelor of Science in Mechanical Engineering from the Oklahoma State University, USA, and is a certified ACTA trainer. Passionate about strategy formulation, execution, and adult learning, Mr Lim is committed to supporting companies on their journey to learn and apply the OSCAR™ methodology to effect growth strategies through people and organisational transformation.

Mr Toh Ming Hon is a Senior Consultant, who specialises in business transformation. He has helped numerous companies to innovate their business models and achieve more than 100% productivity gain using digital technologies. He holds a BEng (Hons.) in Electronic Engineering and a MBA.
Ms Priscilla Tan

Ms Priscilla Tan is the Lead for SIMTech’s LEAN Manufacturing Initiative. With over 20 years of industrial experience in the consumer electronics, semiconductor, marine, and contract manufacturing sectors, she specialises in operations excellence and LEAN Manufacturing across the entire value chain. Ms Tan has led LEAN teams and provided training to leaders and champions.
Mr Mark Chua

Mr Mark Chua is a seasoned leader with over 40 years of cross-functional experience in the pharmaceutical and medical device industries. He brings a strong track record in LEAN Six Sigma process improvement, Industry 4.0 transformation, and talent development. During his 18 years as a General Manager at Alcon, Novartis, and GSK organisations, he consistently delivered growth and operational excellence. Now at A*STAR SIMTech, Mr Chua supports companies on their digital transformation journeys. He holds an Honours Bachelor of Engineering in Chemical Engineering and an MBA.

- The pilot runs will be conducted for organisations that sign up with a minimum group of 10 participants.
- Training can be held either at the company’s premises or at A*STAR venues.
